Regi's Black Bottom Cupcakes

1 ½ c. flour
1 c. sugar
1 c. water
1/3 c. oil
¼ c. cocoa
1 t. baking soda
1 t. vanilla
½ t. salt

Mix well.
Fill cupcake liners 2/3 full.

FILLING:
½ c. sugar
1 (8 oz.) cream cheese (softened)
1 egg
Dash of salt
1 c. chocolate chips

Mix all ingredients, add chocolate chips.
Drop by spoonfuls into batter in cupcake liners.
Bake at 350 for 20 minutes.
